Peter J. Elkowitz
President and Chief Executive Officer
Mr. Elkowitz has been with the Long Island Housing Partnership since 1989. Mr. Elkowitz is responsible for the overall operation of Long Island Housing Partnership and its Affiliates. He holds a Master of Science Degree in Policy Analysis and Public Management. In June 2002, Mr. Elkowitz completed the Senior Executives Program in State and Local Government at the John F. Kennedy School of Government at Harvard University. He also received the Harry Weiner Distinguished Alumni Award in 1995 and the Governor’s award for Excellence in Housing in 1994. He is a member of the 2007 Class of The Energeia Partnership – The Academy for Regional Stewardship at Molloy College. Currently, he serves on the Advisory Board of New York Housing Conference, Inc., is a Board Member and Treasurer of Grounded Solutions Network, and a Board Member of Empire Justice Center. Mr. Elkowitz served as Chair to the Federal Home Loan Bank of New York Affordable Housing Advisory Council and was a former member of the Long Island Regional Planning Council.

James Britz
Executive Vice President and Chief Operating Officer
Mr. Britz has been with the Long Island Housing Partnership for over 20 years and in 2016 was promoted to Executive Vice President, and then in 2019 to Chief Operating Officer (COO). He works on the overall implementation of multiple affordable housing development and supportive programs, including responsibility for supervision of various office personnel matters. Mr. Britz previously served on the Affordable Housing Advisory Council for the Federal Home Loan Bank of New York. He is a member of the 2010 Class of The Energeia Partnership – The Academy for Regional Stewardship at Molloy College. Mr. Britz also has served on the Board of Directors for the Long Island Community Development Organization, the “We Live NY” Board of young professionals in NY State and the South Country Community Land Trust.

Jill Rosen-Nikoloff, Esq.
Senior Vice President and General Counsel (Compliance Officer)
Ms. Rosen-Nikoloff joined the LIHP senior management team in February of 2020 bringing with her extensive knowledge in the areas of law, affordable housing development, and nonprofit management. Ms. Rosen-Nikoloff had a 15-year career in the private sector as a partner in two of Long Island’s major law firms, where she engaged in a broad based corporate/commercial practice, and was the Chief Operating Officer of CDCLI before joining LIHP. In addition, Ms. Rosen-Nikoloff was the Director of Real Estate for Suffolk County, responsible for the development of affordable housing throughout Suffolk County. She has served as a Board Member of the Suffolk County Land Bank, and was awarded the Key of Excellence Award by the Long Island Coalition for the Homeless for her efforts in creating affordable and stable housing and advocating for housing for veterans. Ms. Rosen-Nikoloff holds a Bachelor of Arts degree in Political Studies from Adelphi University and a Juris Doctor degree from St. John’s University School of Law.
